    The implementation of this assignment will require a Consulting Company/Firm, which is specialized in providing the above services, and have the following qualifications:

    The company should fulfill the following criteria:

    • Minimum 5 years of general experience in fields of civil engineering, water resources management and water supply;
    • At least 3 years of experience in working/applying of national water supply legislation;
    • Experience of water resources management will consider a strong advantage;
    • Proven organizational and financial management skill;
    • Proven experience gained during the participation in international projects of similar complexity;
    • Proven skill to complete projects on time, and within the budget;
    • Proven capacity to represent the project with a high level of professionalism.

     

    Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.

     

    The consultancy is expected to be undertaken during a period of 5 months (with a level of effort equal to 320person/working days).

    The Ministry of Agriculture, Regional Development and Environment of the Republic of Moldova is procuring the consulting services of Communications Officer (Local Individual Consultant).The individual in this position will serve as the primary point of contact for all project communication.

     

    This assignment will require an Individual Consultant, who has:

    Education:

    ü  Bachelor degree or equivalent in corporate communications, public relations, media communications, social sciences, international relations, journalism and/or other relevant;

    ü  Additional training and certification in communication and related areas is a strong advantage.

    Experience:

    ü  A minimum of 3 years’ experience in communications at the national or international level; including experience in media relations;

    ü  Experience in the use of social media, multi-media and digital platforms;

    ü  Experience in organization of public events, such as seminars, conferences, will be an asset,

    ü  Experience in drafting and/or proofreading talking points for public events.

    The consultant(s) (company) will work under the result 1.7 of the project “National norms and standards are updated and aligned to EU standards”.

    The implementation of this assignment will require a Consulting Company/Firm, which is specialized in providing the above services, and have the following qualifications:

    • The Consultant (company) should be specialized in providing consultancy services, in the area of public services, institutional reform, legal research or any related field.
    • The Consultant (company) should have at least 1 other similar consulting contracts.
    • The Consultant (company) should have promoted other legislative initiatives that should have been enacted by the Governmental Authorities of Republic of Moldova.

    The company should describe their team and its competencies. The following experts should be mobilized with the following qualification and experience. The company should clearly specify the number of working days for each mobilized expert.

    The consultancy is expected to be undertaken during a period of 7 months (with a level of effort equal to 33 person-days).
